Wood and nails hazard

I got in touch with Erewash Borough Council, re this pile of wood at the side of the pavement, nails sticking out at the bottom of Kingsway.
Initial response: it is a civil matter.
I speak to 3 different people, eventually get told “fill in a form on the website”
So when a child or an elderly person falls on this what happens then?
7 weeks of asking various contrators trades people working on the property to remove it..
What has to happen, before someone takes notice?
